How to remove Activation Lock from an Apple Watch?

I found an Apple watch about 8 months ago and no one has come for it and I wanted to give it to my friend as a birthday gift but it's on an Apple Watch locked to owner and its been on there for about 2 days and no one has come for it and I'm not sure what to do.
