I found a bunch of photos, not in photos, but in setting/ Mac Hd/storage/ folder/ doc/downloads. they have the actual pic and a file with the code ( I guess). they are from way back. how to move just the pic and not the other file?

You have a Photos Library with pictures in it already, right? and you're using iCloud Photos?
Probably the best thing is to open Photos and use File>Import. You can navigate to the folder, click on the folder, and choose "Review for Import." The "review" is in case there are some pictures that are already in you Library-- so you won't unknowingly be importing a bunch of duplicates. It will give you the option of making new albums to hold the pictures.
Another way (that I usually use) is to select the pictures in Finder, and drag them to the Photos icon. It will ask the same question.
If you are using iCloud Photos to synchronize your Mac Photos with your iPhone, then these pictures will be copied their after a bit.

This is not a Mac-created folder-- it might be a backup of old pictures. You didn't say what format these pictures are in-- are they jpgs? or something weirder? What is the format of the alternate files? They may be metadata that can go with the pictures. Do they have the same filename but different suffixes?
If the pictures are jpgs (or jpegs), then you can quickly separate them from the other files by sorting by Kind, like this:
Then you can select all the jpgs and drag them to a new folder, or you can use the Finder menu item "File>New Folder with Selection" to make a folder inside this old one.
I'm not sure-- does this do what you want?
First thanks for response. they are image_####.jpg and image_####.jpg.json. I've separated the jpg's to a separate folder in downloads but don't know how to move the to photos. Yes they were probably not created in a Mac. they are from late teens.
