How do I safely delete iCloud photos without losing them on my iPhone?

I feel like if I press that it deletes all my pictures and I have to redownload all of it. And I feel like that is not the most ideal option hahaha.

update: I have the iPhone 13 not the iPhone 6+ lol

Well that is how syncing with icloud works, what you do on one device reflects on the other.
