How do I remove unpaid balances
I can’t update or download any apps because of an issue with this thing

You cannot remove unpaid or otherwise owed payments. You must add a valid and verified payment method and allow them to complete. Until you do so, you won't be able to use the App store services including downloading and updating apps.
You can request a refund for the unpaid amounts once they have been charged correctly.
