"Cannot Create Account" Error when creating an Apple ID

I have tried creating an Apple ID using the iTunes store, appleid.apple.com web site and by starting the process in settings> Sign in to your iPhone> Don't have an Apple ID. I keep getting the error "cannot create account". The Apple ID has not been used previously and I'm fairly sure the account hasn't been created because I can't get through the process of creating the account. If I try to reset the password using the Apple ID I've tried to create, I get "This Apple ID is not valid or not supported". In the past 2 -3 months I (and others in my company) have had similar issues creating a new Apple ID. I used to be able to create a new account within minutes, but now we run into some kind of issue every single time. Is there a way around calling someone at Apple for assistance? I need a solution quick because this is for a new hire starting in a week.

“At this time" is unfortunately a somewhat vague Apple catch-all error message. It could mean that you cannot connect to the Apple service you need to use, or it could mean there is something invalid or missing in your information entry and once you correct that, _then_ it is the right time. ;-)

First, check if the problem indeed is at Apple’s end of things and if there’s an issue with Apple's servers: Apple - Support - System Status

If not, then check what you are doing is valid (such as when creating an account all your information is consistent for the country in which you are creating the account) and has ALL the information required (scroll down to see if there’s more off the bottom of a page). Confer with Apple's documentation about the action you are trying to do. If you still have problems, contact official Apple Support:

Click here --> Choose your country or region - Official Apple Support Select your country, then a product. If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.
