You can choose which apps use cellular data, but I'm not aware of any way to selectively turn off Wifi for certain apps. In all my years here, I don't recall ever seeing anyone ask how to prevent an app from using Wifi, so not a feature many would find a need for.
You can provide a feature request to Apple, but unless a LOT of people request this, I wouldn't hold you breath for something like this to be implemented --> Feedback - iPhone - Apple
