I bought a used IPHONE XR from a trusted friend and it had been cleared by her carrier twice now. phone still says sim locked right above the IMEI#. I have check into the carrier that was hooked up to all they want is for you to move to their service. there's no hold on it it isn't stolen and without my friend helping me with a phone I can't afford to buy.another just to run into the same problem.

You must restore the iPhone to factory settings to make the carrier unlock works that’s the procedure , you can use a Mac with finder to do it or Apple devices app for windows 10 or 11 with the original usb cable of course
If it’s iOS 13 or earlier, you can need a factory reset to clear the carrier lock, per Apple.
If the iPhone is iOS 14 or later, it still seems to be carrier locked. Bring it into the carrier holding the lock for a look.
