Private Browsing not disabled after proper Screen Time settings limiting adult websites

I have an iPhone 15 and iPad Pro 5th generation. The screen time and privacy controls area will no longer limit private browsing when you change the web site limitations to not include adult websites. This still opens the private browsing option. This was not the case previously. I have updated my iPad to iOS 17.5.1 and my iPhone to 17.5.1 as well. Both have the same issue and are set up to mirror one another. Even when I disable the setting, restarted, enabled again. Nothing works. Anyone else experiencing this? Apple, can you please change this again? Also, apple, why in the world can we not lock down changes at the app level such as allowing safari to be allowed but not allowing extensions to be turned on and off?
