Private Browsing not Appearing Despite Changing Settings

IPhone is under parental screen time controls, however, we want to allow private browsing in Safari. We changed Web Content to unrestricted from limited, refreshed Safari, and restarted iPhone twice and it still doesn't appear in Safari.

Are you using Family Sharing where you are managing the members device from the Organizers phone?


Not only can Screen Time Restriction be enforced with the Organizers device, but the members device can have Screen Time restrictions on it as well. When there is a conflicting setting, the most restrictive one is used. Did you change the Web Content setting from the Organizer's device or directly on the members phone, and have you checked in both places?
