Outgoing iPhone calls forwarded to scam artists- what is going on

I am concerned that somehow a malign actor has gained the power to redirect some outgoing calls on my father's iPhone. I don't know how he could get help with this.

My father has an iPhone SE 2nd generation using iOS 17.5.1.

Recently, he had two instances of his outgoing call to a travel vendor (one time Marriott, one time Avis) redirected to persons with a highly difficult-to-understand accent, who did not sound like they really worked for Marriott or Avis. In each instance, he was quoted very high prices for a hotel reservation and a car reservation, respectively.

In one case my father proceeded to make a reservation with what he though was Marriott, at a high price, and Well Fargo declined the transaction and named the vendor as a specific

In the second instance, when dialing what he thought was Avis, he got again someone who seemed to be posing as Avis, again with heavy accent and extremely high price. My father hung up.

Dialing both the same phone numbers from a home landline resulted in no trouble at all and he reached what he thought were really the appropriate vendors.

How could any diagnosis be done. Would the mobile phone vendor be able to diagnose this?

Had a very similar situation with my mother's iphone. She dialed the number on the back of her credit card and the call was redirected to scammer farm and did not go to the bank. How does this happen? How can this be corrected? How are OUTGOING calls being intercepted?

They can’t be. Check the call history on her phone. Compare what she dialed to what’s on the back of the card.

The most likely explanation in these cases is that the caller looked up the number to call online and was directed by google to a paid ad for a scam site instead of the actual site for the company they were trying to reach.

Happens all the time.

I posted this and in the edits made by a moderator, words were cut in such a way as to leave an incomplete sentence ("and Well Fargo declined the transaction and named the vendor as a specific").

As noted, the bank declining the transaction with what was thought to be Marriott named the vendor as NOT Marriott but a "specific travel agency". It so happens that the agency has accrued a list of poor reviews at the Better Business Bureau.
