If you purchase a WiFi+Cellular iPad, you are not committed to using provisioning Cellular service at all - but always have the opportunity and flexibility to do so if or when needed.
Also consider that with the exception of the newest iPad Pro M4, current models of WiFi+Cellular models have both a physical SIM slot and a built-in eSIM - the latter can be provisioned directly from the iPad without needing to obtain a physical SIM from a Cellular Provider.
Perhaps also consider the other significant technical difference between WiFi+Cellular and WiFi Only models of iPad. Aside from the obvious Cellular functionality, only WiFi+Cellular models include GNSS/GPS location capabilities - which may impact any Apps or features that require accurate and consistent location data, such as Mapping.
In summary, purchase of a WiFi+Cellular model provides access to precise location services, but does not commit you to using Cellular connections. WiFi Only models of iPad have no Cellular or GNSS/GPS functions at all.
