All Note taking apps, including Apple Notes seems to keep the Navigation Bar pinned to the left. As a left handed Apple iPad user, that is problematic and could easily be solved if I was able to toggle all of the “sections” to the right side of the screen.
If there is something I’m missing and this functionality only exists, please point me to where I can make that change.

You're not missing anything.
For left-to-right languages, such as English, the App Sidebars appear at the left of screen. This behaviour is not configurable.
Apple does invite submission of feature requests via its Product Feedback portal. If you would like to see additional features in a future version of iPadOS, this would be the most appropriate channel through which to direct your request:

I thought in the past some 3rd party note taking apps offered a "left handed mode" where you could move menus around. But I guess you have looked into those?
