It’s very very strange that the oldest iPhone compatible with Apple Intelligence is the iPhone 15 Pro, but maybe because it has the oldest processor that can do a lot of work, the A17 Pro. Only iPads and Macs with M processors can have Apple Intelligence, such as the iPad Pro M4, M1 chip MacBooks, etc. Even though newly announced Apple software versions like iOS 18, iPadOS 18, macOS sequoia, etc are compatible with other devices, like iPad (9th generation), iPhone XS Max, etc

Every iPhone, iPad, and Mac that has an Apple Silicon processor and 8+ GB of RAM is scheduled to get the Apple Intelligence beta. Here I use "Apple Silicon" loosely to include both A-series chips and M-series chips, since both have the same basic machine code architecture, and Apple got M-series chips by scaling up A-series designs.

No Mac that lacks an Apple Silicon processor is scheduled to get the Apple Intelligence beta. Apple Silicon Macs only. 68K, PowerPC, and Intel Macs need not apply.

No iPhone, iPad, or Mac that has less than 8 GB of RAM is scheduled to get the Apple Intelligence beta. All Apple devices with M-series chips have at least 8 GB of RAM. But among those with A-series chips, only iPhone 15 Pros and iPad 15 Pro Maxes have 8 GB of RAM. Every other iPhone or iPad with an A-series chip has less.

The iPhone 15 Pro and Pro Max stand out because, for devices with A-series chips, they have an unusually large amount of RAM. As much as a base M3 MacBook Air, M3 iMac, or M2 Mac mini.

Apple intelligence cannot run on older devices because of hardware restrictions. The iPhone 15 pro and 15 pro max have A18 Pro chip which is capable of processing the work on device since it cannot be done on the cloud because of privacy reasons. Older iPhones will not get an AI because it would have to be on the cloud which cannot be done because of a comprise to the user’s privacy. If you want to try Apple Intelligence you can try it on a Mac or iPad with an M1 chip or higher.
