Website limits bypassed through option + right click context menu

Context: As far as I can tell, Safari is the only browser that fully works with Apple Screen Time. Websites accessed through Safari private windows don’t count toward website time limits and are only blocked if the time limit has been reached on normal windows, so the only way to have functional website time limits is to have Content & Privacy turned on in order to prevent the user from accessing private windows.

I have a 13" MacBook Pro (2017) with an Intel processor that's running MacOS Ventura 13.6.7.


Bug: If you have Content & Privacy on and have a website time limit, it’s still possible to get access to a private window (and thus bypass the time limit) by right clicking a link to get the context menu and then holding the option key to change “Open Link in New Window” to “Open Link in New Private Window”. I have encountered this issue on both Standard and Admin accounts.


Question: I’m currently running MacOS Ventura 13.6.7 and my device is too old to be updated to MacOS Sonoma, so I’m wondering if this is still an issue in the newest version of Sonoma or if anyone knows of a workaround that works on Ventura. Also, if it isn’t an issue in Sonoma, is there any chance that it will be fixed for Ventura if a put in a bug report?
