If you're using a VPN, delete it and remove the profile.

Have you seen if you need to install a carrier settings update?
- Make sure that your device is connected to Wi-Fi or a cellular network.
- Tap Settings > General > About.
- Follow the onscreen instructions to install your carrier update.
Thanks for the reply, but neither Wi-Fi nor cellular network is working
