I have 5000₹ balance in my apple account which I want to use for purchasing apps on my child’s iPad ( already on my family sharing) The family purchase option isn’t getting set up. Nor am I able to send a gift card to the child’s Apple ID.

It can't be shared with other people or spent on gifts, not even within a Family Sharing group. As the family organizer, you'll need to have a different payment method on file; if you encounter an issue with that, describe it in this thread.
If you purchase applications on your own account, they'll be shared unless otherwise noted in their description.
