Using my Apple Pencil to move the ruler out of the way, I dragged it to far and only a small fraction of the ruler can be seen. It’s not enough to move it back where I can use it. Is there a way to reset the tools?

In trying to duplicate this issue on my iPhone, I was successfully able to drag the ruler off screen, and nothing worked to get it back, i.e. turning ruler on and off, going out of Note by tapping "Back", etc.
However, Force Closing Notes, then re-opening Notes, refreshed the ruler back to its original position. Here's how, if you're not familiar with closing apps on iPad: Quit and reopen an app on iPad - Apple Support
