How to resync music on iphone

Hi, Had an issue with messed up album artwork by the app so followed a suggestion to delete the Music app on my phone. Did that. I can see where I can redownload prior purchases but don't Sync doesn't show up anywhere in my PC Apple Music app. I'm pretty sure I've looked everywhere. How do I get the rest of my music library back on my phone?

One Apple support suggestion said "An iPhone, iPad, or iPod touch: On your device’s Home Screen, tap Settings, tap Music, then turn on Sync Library". There is no "Sync Library" option under Settings, Music.

IOS is current = 17.5.1 .
