settings, red circle, data isn't syncing

On both of my iPads 'settings' shows a red circle with a number one in it. When I click on it it says ' Data isn't syncing' Or, words to that effect.

When I click on it to sync data… It then asks me to reset 'end to end encrypted data' ... I have absolutely no idea what this means could somebody please explain.

Yesterday when I clicked on that… It then came up and said I had deleted my iCloud data. This happened on both iPad Air and iPad mini.

Resetting your end-to-encrypted data will not affect data already stored in iCloud - but will reset the encryption keys that are used by your iPad to encrypt and decrypt data when exchanging information with iCloud.

The reset should not cause any data to be lost - but data may need to re-synchronise between your iPad (or other trusted devices) and iCloud.
