The phone is on line and bars for wifi, yet I can receive phone calls from apple and virgin mobile. The phone should be unlocked by the provider or apple. I feel ridiculous buying apple devices and this happens. They want me to pay more money I don’t have. We’re is the real help!

An iPhone can only be unlocked by correctly entering it’s passcode into the touchscreen.
An iPhone can only be “carrier unlocked” by the locking (subsidizing) carrier.
You're post is not clear about what you're asking, but if your iPhone is carrier locked, Apple has nothing to do with that. ONLY the carrier a phone is locked to can unlock it. If the carrier the phone is locked to is asking for payment to remove the lock, that usually means the phone was subsidized on contract at purchase and a carrier is under NO obligation to remove a carrier lock if any money is owed on the contract. This again, has NOTHING to do with Apple.
