I can’t download apps when I have tried everything

I tried to update an app and then it said “there was a billing problem with a family members last purchase” and I saw other people’s answers to other people’s questions and I tried the one that said click on your name but it didn’t let me so I went to the App Store and tried it there but it still didn’t work. Does anyone know how to fix this? Please?
