Why does my Apple Watch Series 8 randomly say the time ? It happens at night, at lectures., at concerts, etc.

It is odd if you do not touch the screen. There is a functionality to tell time. See if it’s enabled and disable it: Tell time on Apple Watch - Apple Support.
