Isit Normal 84% battery helath after almost 3 year for MBA m1
if its not then any one please guide me how can i keep it in 84 only

Whether it is normal or not all depends on the usage, how many times it has been recharged, how often it was drained to a very low value and recharged to 100%, operating and storage temperatures, etc. all of which will affect the health of any rechargeable battery.
Look in Utilities->System Information app and select power. Under Health Information, how many cycles are listed?

It's not abnormal. Read Batteries - Maximizing Performance - Apple
A Mac's maximum battery capacity will fluctuate or stagnate over time, although the long term trend over years of usage is down. There is nothing anyone can do about that, but be sure to review Apple's Tips for Extending Battery Lifespan.
