Shared Library photo is not useable

My wife and I have a shared library. Used a long time but I find out the Shared Library photo can only be seen but not useable.

You can the blurry version at first. And later downloaded as a HD version.

But even then, Live photo function is not working. Can not copy/ duplicate / download the shared library photo if those are not taken with my own iPhone.
