Can the M2 Mac mini (Not pro) support 1920x1080 180hz?
If the Mac mini M2 can, what are the requirements for it is, if not can it run a 1440p 144-165hz monitor, same thing as before if so what are the requirements needed to achieve the goal?

Look up the specifications. Mac mini - Technical Specifications - Apple
The specs state the M2 Pro chip supports "up to 4K and 240hz". Meaning that is the max, but it can support lower resolutions like 1080p, and lower refresh rates like 180hz.
The regular M2 (not Pro) only supports up to 60hz.
4K resolution refers to an image with approximately 4,000 pixels horizontally and nominally 2160 tall. I.e. in excess of what you want. Go to https://riverside.fm/blog/what-is-4k-resolution for a picture of the relative kinds.
But I don't understand how, and the resolutions shown are not 1080 or 1440p its 4k etc.
By the way I personally am on a HDMI 2 Port
Oh, ok well thank you.
