Full Disk Access items are missing after reboot

Full Disk Access was populated correctly prior to rebooting my iMac 27" running Ventura. On reboot, the entire list was gone. I booted into Safe Mode and they all reappeared, so I rebooted back to a normal logon, and once again, they were missing.

I went into recovery mode and successfully reinstalled Ventura, but on the first boot after installation, the list was still unpopulated.

Has anyone got a fix for this?

Are you using any anti-virus apps, cleaning/optimizer apps, or third party security software? These types of apps interfere with the normal operation of macOS and would not be running while booted into Safe Mode. Uninstall these types of apps by following the developer's instructions since none of these apps are needed on a Mac and usually cause more problems than they solve.

I run CleanMyMac on the machine with the problem, and while I understand your comment about not needing additional utilities on a Mac, I find the software useful. Nonetheless, your point is taken.

I was able to solve the problem by booting into Safe Mode and making a change to the Full Disk Access list. The first time I did it, all of the items under Full Disk Access were there, but I made no changes to the list. I rebooted back into the OS, and they were once again gone.

The next time I booted into Safe Mode, I made one small change to the list in Full Disk Access, rebooted, and everything was back to normal. I guess having the plist (or whatever type it is) update itself did the trick.

Thanks again for the input and your response!
