That is a huge weight for the Phone app on your iPhone. The Phone app on my iPhone is 20MB. I use iOS version 17.5.1.
Open Settings ➡️ General ➡️ iPhone Storage ➡️ Phone: Here, you should see the amount of space the Phone app is taking up on your iPhone.
If you are still seeing the 1.9GB number, then Try and Force Restart your iPhone EXACTLY as shown below and see whether that resolves the issue:

out of curiosity what iOS version do you have? Ever since iOS 17.5.1 mine went from approximately 40 mb to almost 200 mb & no voicemails, no recent calls or missed calls on the recent tab list (I cleared all of them out) wondering if it’s a software issue
I just tried to force restart my phone and after following your instructions, the app size did not change
Do you happen to have a lot of voicemails that you have not deleted?
