Adding my number to my apple ID

while i am trying to add my phone number to apple ID to use it for imessage and facetime, i can't receive my verification code wether by phone call nor message. I also tried to remove my two auth trusted phone number and add it again and i received the call for the verification code. i tried everything signing out and signing in again but with no luck.
