Spinning wheel on CarPlay available vehicles for iPhone 15 ios 17.5.1

Recently upgraded to an iPhone 15 and CarPlay is not working. (Greyed out on the car app screen, won’t connect). In all of my research it sounds like I need to remove/delete Bluetooth connection and all available cars in CarPlay on the phone. I can follow all the steps until I get to CarPlay. It’s a spinning wheel and no cars load so I am stuck. What can I do? I’ve looked through all the articles shared when others post this problem and find nothing about a spinning wheel. I need more direction.
