How to change user picture on Mac without changing iCloud picture?

I am currently trying to update different profiles to different sign-in photos. These are all using the same Apple ID and it is happening on multiple device.

Issue: When I update a user sign-in photo on any Mac, my Apple ID profile photo is then updated to that image. This is also happening in reverse.

Device 1 (MacBook Pro, M1 Max, 2020, Sonoma 14.5)

• 2 Profiles
• I am logged into the same Apple ID for both accounts
• Both accounts are admins

Device 2 (iMac 27, i5, 2019, Sonoma 14.5)

• Single Profile
• I am logged into the same Apple ID as Device 1
• Account is admin

Device 3 (iPhone 14 Pro Max, iOS 17.5.1)

• Updates to my Apple ID are overriding changes to user profiles on all devices with that Apple ID logged in

Expected Result: I would like to update the user sign-in photo on my Macs without it updating my Apple ID photo.

I hope someone can help with this - it is incredibly frustrating.
