I want to change my mac profile picture as my current one is old. I went into settings, users and groups, and changed my profile picture there (which also changed my apple ID picture) but when i go to log into my mac, the picture is still the old one.

Make th change in your Contacts app as well and test.
If no resolve try a Safeboot to clear system cache then reboot as normal.
