Seems you have followed Apple's method (linked article below) without success.
Select your Apple Account picture on Mac - Apple Support
You might want to try restarting your Mac (Apple menu > Restart)
(ie: Deletes temporary files, re-establishes connections, may update recent setting changes, and often restores order if something is not working as expected.) Then sign back in to your Mac, and, if needed, try again.

They will likely not reply, yet your feedback will be carefully read and logged. If others are also experiencing a similar issue, we may see an update that addresses that. If it is a bug, as you suspect, the more feedback Apple receives on which hardware models and software versions are affected, the more likely we will see an update.
