It would help to know the approximate age of your daughter. The methods Apple provides in this kind of situation are age dependent. The critical ages are 13 and 18 years old.
Consider using Family Sharing, and if she is under 18 also consider using Ask To Buy. You then have to approve any purchases she makes. Plus, although your credit card is used to guarantee any purchases made, you have to ability to prevent unsanctioned purchases.

Note that some purchases and subscriptions may require the presence of a card, so removing it from her account may prevent her from making many purchases, even ones which you would not mind being made. Personal account balance will not be sufficient. For this reason it would make sense for her not to have your card in her account (if that is what is happening now) and instead use Family Sharing so your card indirectly meets Apple's requirements for a card being present but you can restrict its usage.
