Why is my account being debited, my card says failed when I tried to update my payment information.why is Apple still debiting me if my payment info says failed

Because you owe Apple that money; you owe it even if the payment method is invalid. If you don’t pay it you will no longer be able to download music or apps. So you have to fix the payment method by adding a different one or fixing the current one.
