Just called Apple Rideau Store in Ottawa and to my dismay the staff told me it was not possible to order a Macbook Air with the keyboard in my language, Portuguese. How come? Is it legal? If I were living in the USA I could, but in Ottawa, Canada, not? What is the reasoning behind it? Plus, I imagine the portuguese community being quite big in Canada.

To ask Apple to expand the keyboard selection in Canada, you can use
(Keyboard availability varies widely by country. Even in the US store, quite a few cannot be found, including Bulgarian, Greek, Hebrew, Thai, Swedish, Norwegian, and Canadian French. Nobody in these forums has any info on how those decisions are made.)
I would imagine the need for a Portuguese keyboard in Canada is very limited. This Wikipedia article claims the 2021 census showed only 1.2% of Canadians were considered Full or partial Portuguese ancestry:

If you tried to get it serviced, I believe you would likely find it difficult to have the Top Case/Keyboard Assembly replaced for the same reasons....those regional specific items are not available in that particular region.
You would have to ask Apple that question. We are users like you. We do not have access to Apple's internal policies.
