Why Apple store in Ottawa, Canada, does not sell a new MacBook Air with Portuguese Keyboard?

Just called Apple Rideau Store in Ottawa and to my dismay the staff told me it was not possible to order a Macbook Air with the keyboard in my language, Portuguese. How come? Is it legal? If I were living in the USA I could, but in Ottawa, Canada, not? What is the reasoning behind it? Plus, I imagine the portuguese community being quite big in Canada.

I would imagine the need for a Portuguese keyboard in Canada is very limited. This Wikipedia article claims the 2021 census showed only 1.2% of Canadians were considered Full or partial Portuguese ancestry:

If you tried to get it serviced, I believe you would likely find it difficult to have the Top Case/Keyboard Assembly replaced for the same reasons....those regional specific items are not available in that particular region.
