Unable to use Apple Cash through my Apple Watch

I have a Watch paired with an iPhone. I have Apple Cash on the iPhone. I also want it on my Watch. On the Watch, when I go in the Wallet, it says my Apple Cash card is unavailable. When I go into the Watch app on my iPhone there is no “Wallet & Apple Pay” option to tap on. All instructions start with that. When I go into search in the Watch app, and type in Apple Cash, something pops up, but I can’t select on it. Any ideas how to solve this?
