Unable to access Apple Watch that was connected to my old iCloud

I have an Apple Watch that was connected to my old iCloud that I’m not able to access. So I signed out of my Apple Watch but when trying to link up my new phone and iCloud it says I need my old iCloud. Since I can’t access it and the phone won’t turn on. I don’t know what to do.
