If your iPhone is completely out of power, and nobody plugs it into power, it will not be able to report its location electronically.
You will need to look for it the old-fashioned way. Assuming that it is lost, and not stolen. (If you know it's stolen, you might not want to travel to places where criminals gather.)
If you get any e-mails or messages claiming to be from "Apple Security" or the like, and supposedly wanting to reunite you with your iPhone – do not reply.
These will be from dishonest people, trying to get you to provide your Apple ID and Apple ID password – or to remove the phone from the list of devices associated with your ID – so they can "make your phone their own."
