Thanks for that link, I know the workings of it all but will file the .pdf as reference. I'm looking into this from a business perspective for users on the go in different locations, mainly using Airdrop over a train wifi.

The article explains that the WiFi infrastructure — e.g. the WAP on the train in the cited example — is not used:
“ … The [device’s] Wi-Fi radio is used to communicate directly between devices without using any internet connection or wireless access point (AP) … “
Restated: an individual device-to-device “private” and cryptologically-secured WiFi communications channel is established using Bluetooth for the initial channel setup.
(Similar to the way that AirDrop printing works)
