In order for an iPhone to offer Touch ID or Face ID, it must have hardware to support that authentication method. There's no software update that can retroactively add Touch ID or Face ID to an older iPhone that does not have hardware to support that method.
Your tag line indicates that you have an iPhone XS. It supports Face ID. That would imply that it doesn't support Touch ID (since to the best of my knowledge, no iPhones support both).
