Issue with stolen device protection security delay: Confusing

I have an iPhone 15, running on iOS 26.0.1, The Stolen Device Protection is turned on and Require Security Delay is set to always, with the above setting when I am trying to perform "Erase All Content and Settings" it is first asking me for the phone passcode, then it is asking for the Apple account ID password to turn off the Find My and Activation Lock and then triggers a faceid scan, If successful, it is starting the reset process immediately without starting the security delay, Is this intended behavior?

Stolen Device Protection is intended to protect your phone from being altered when you are away from your primary locations (home and work). Are you at one of the two locations while trying to erase the phone? If yes, that would explain why you are not locked out from doing this.

SDP is protecting you from someone knowing your passcode and hijacking your account. They would not know your apple account password.

No I would expect to wait an hour but in any event your account is not in danger.

Submit a report at https://security.apple.com , make sure absolutely of your facts, make sure you cover the faceid camera with your thumb, describe your results in full detail and see what they think. They may have improved the process for people with broken biometrics.

I did two successful resets from one of my homes, and another reset was successful even 3 miles away from home, but how does that justify bypassing the 1 hour security delay as the security delay was set to "always" not "Away from familiar locations", also again I would like to reiterate that one successful reset was done about 2 or 3 miles away, also it needed me to type in my Apple ID and password to disable find my and Activation lock, after entering the correct details the system initiated a face id authentication and right after that the factory reset process started.
