Can’t turn of stolen device protection

Hello

my brother bought himself new iphone 16 and he sent me this 13 to me and he forgot to turn off the stolen device protection and now i can’t change anything without his face id , i want to ask is there any way to help me in this case?

Your brother did not properly erase this iPhone for your own use. From what I'm hearing, his Apple Account is still logged in to it. Return the iPhone to him and tell him to follow the article below, so you can properly setup and use this iPhone for yourself. Once you see the Hello screen, then you are good to go.
