Watch SE (2nd generation) GPS plus cellular, purchased May 2024 doesn’t show the ECG app and I can’t find it on the App Store. Is there another I’m not seeing, or how can I get that option back?

The SE does not have the ECG functionality.
And unfortunately a May purchase date means you will be outside Apple's 14 day return-and-refund window. If you purchased by mail order or from a reseller check the return policies and local consumer regulations, because you might still have a cooling off period when return is possible.
