Reinstalling Mail from AppStore Not working

I have somehow deleted my Apple mail on my iPhone awhile back and now want to reinstall it. Went to AppStore and saw the app but no cloud to redownload. App shows the open button and when pressed I get a restriction message. See attached. What do I do now?
