Im having an issue with not being able to create a new apple ID and my app store will not let me download any apps at all no matter how many time i put in my apple ID password and i have a valid card number on my apple account so i need this fixed asap please and thank you

If you are getting the message, that you can not create any additional Apple IDs on this device, you will have to use your computer or another device to create a new Apple ID and use this newly created Apple ID on the device that gave you the error message.
Did you check, if your payment info is still complete and correct?

Are these two issues related? You must already have an Apple ID if you are posting here.
Does it say why you cannot update the apps? We are working with almost no information here on what may be two unrelated questions.
