How do I Transfer photos from IPad Pro 3 to IPad Pro 2

I’ve tried to connect my two IPad Pro’s by cable to transfer Photos from the newer IPad Pro 3 to my IPad Pro 2 with a larger storage capacity. Whilst the IPad Pro 3 recognises the older IPad Pro 2, the IPad Pro 2 just asks me if I trust the other device, but then it doesn’t show the IPad Pro 3 anywhere on the device. I’ve tried following available advice, but it seems to come up short.

Is there a process for this that I’m missing?

iPad 2, iOS 9

You'll not be able to transfer files or photos or files with a direct USB interconnection between devices.

In absence of a Mac or Windows PC to host a direct USB connection with an iPad, the easiest method to access or transfer photos and files between iPads is to use iCloud - this assuming that both devices are signed-in to iCloud with the same AppleID. All the ways that you can use iCloud are described in the iCloud User Guide:

iCloud User Guide - Apple Support

If the iPads are signed-in to iCloud using different AppleIDs, you can still share files and folders:

If your photos and files are only stored locally on the iPads - and you wish to avoid using the flexibility of iCloud - you can copy files and photos between devices wirelessly using AirDrop - this feature similarly described within the iPad User Guide:

Use AirDrop on iPad to send items to nearby Apple devices - Apple Support

By contrast, if you are migrating data from an old to new iPad, there are other methods by which to transfer everything from old to new...

These support pages should get you started with setup of your new iPad - and the methods of transferring your data from old to new iPad:

Set up your iPhone, iPad or iPod touch – Apple Support

Transfer data from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support

Use Quick Start to transfer data to a new iPhone, iPad or iPod touch – Apple Support

If the donor iPad, from which you are transferring your data precedes iOS12.4, QuickStart will not be available.

“Transfer” is rather a misnomer. In reality, your data and setup is merely cloned to the new device. Nothing is moved or removed from the original device.

An alternative is to restore either an iCloud or iTunes backup to the new device:

Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

Apps are not directly transferred between devices. For Apps, the transfer process creates a record of the Apps that are installed on the donor iPad - and it is this record of installed Apps that is transferred to the target (new) device. For Apps that are still available for download from the App Store, the corresponding Apps are automatically downloaded and installed from the App Store.
