Can't install free apps

I’ve been trying to redownload an app called Shopee and Gcash app (gcash is an online banking app and i have my money there, and i cant install it to other phone because my iphone 11 was already registered in that IMPORTANT app) , it’s a free app that i originally deleted because my phone was out of storage but now i've already deleted some apps, i wanted to redownload it again, and whenever i pressed the install button it tells me to insert my password to view my billing information and i cant bypass it. Last time i had a billing problem but it didn't resulted to apple asking my billing information.

I decided to test and see if it was only with apps/games that needed redownloading, so i deleted instagram, (which i downloaded ages ago) and when i went to redownload it, it asked for my billing information again! Is there a way to fix this?
