To call your carrier’s voicemail server open the Phone app, tap on the dial pad and either hold the “1” down for 2 seconds, or call your own number, then follow the instructions.

Voicemail is a carrier provided feature. Call the company you pay for cellular service every month (like AT&T, T-Mobile, etc.) for help with their service.
