importing photos from downloads
When I drag photos from downloads, they show in Photos in the device 'Downloads' but will not import to an album.

Are you dragging the image files from Downloads directly into the open Photos window?
If you open the album in Photos, where you want to add the imported photos to, then drag the photos directly into this open album, Photos should add them to this album on Import. However, this will only work for standard albums you created yourself. You cannot drag photos on import into the Recently Deleted album, into shared albums, or smart albums, only into standard albums or into the Library in the sidebar.
