I have been trying to UN-Encrypt my local backup (to a Mac) of my iPad. I enter the password, but I get a message that says:
The password you entered to protect your iPad backup could not be set because backup has been disabled for this iPad by an administrator.
How to I un-encrypt when I get that message?

Is your iPad from work or school? If so, then the administrator has placed that limitation and you would need to go through them.
If the Password for the backup is being rejected, it is the incorrect Password. Your Password is case-sensitive; check that your keyboard is not CAPS locked (also consider that this mistake may have been made when setting the backup's Password).
Unfortunately, without the correct Password, it is impossible to decrypt and restore the backup.
